Datuk Dr. Mohd Ghazali bin Md Noor was born on 16 December 1949 in Penang. He studied at Penang Free School before continuing his degree at the University of Malaya, and later completed his Master’s and PhD in Public Administration at the University of Southern California (USC), where he became the first Malaysian to receive the Best Graduate Award.

He is internationally recognised for his work in Islamic development and finance, and spent 13 years at the Islamic Development Bank (IDB) in Jeddah, including leading the IDB Scholarship Programme for students from 56 countries. He also developed a major Corporate Waqf Master Plan in Malaysia and has been the Director of the Global Waqf Conference (GWC) since 2013.

His expertise in waqf led to his appointment as Interim Chairman of iWAQF in 2018. He has served on the Board of Awqaf Holdings, held roles such as Deputy Secretary-General of the World Zakat and Waqf Forum, and was a Member of the Federal Territories Islamic Religious Council. In recognition of his contributions, he has received several national honours including D.S.P.N., P.J.N., A.M.N., and P.P.T.
